does it work as a bike rack? can you fit bike tires between vertical tubes?

People have used them as a bike holder. It wouldn't be cost effective to purchase a single unit to use a bike rack though. This item has to ship LTL (less than truckload) freight on a pallet, which would make shipping expensive for a single barricade.
